Three winters, not one
Montenegro in winter behaves as three separate places. The plain around Podgorica is mild and wet, rarely sees snow and occasionally produces thick overnight fog. The coast is milder still, green through January, and effectively never freezes. The mountains north of Kolasin are a proper alpine winter with metres of snow and roads that close.
All three are within two hours of the terminal, which is the thing to plan around. You can leave the airport in ten degrees and rain and be in snow ninety minutes later.
What the cars come with
Between roughly mid-November and late March the cars are equipped for the season as standard, which is what makes a mountain trip a reasonable proposition rather than a gamble on the forecast. Winter tyres are the meaningful part of that; they matter far more than chains for the driving most visitors actually do.
If a mountain leg is definitely in the plan, say so at the booking stage. Racks and any additional winter items are fitted before the handover rather than found on the day, and the choice of car is worth thinking about too, since a turbo or diesel copes with altitude far better than a small petrol engine.
Where chains are genuinely required
Rarely, and only in specific places. The requirement appears on high mountain sections during and after snowfall, signposted at the point it applies, most often on the roads north of Kolasin and around the Durmitor plateau. On the plain, the coast and the motorway you will almost certainly never need them.
The honest summary is that most winter visitors drive the whole trip on winter tyres and never open the boot. If you are heading for the ski towns in deep season, that changes, and it is worth asking when you book rather than improvising at a roadside.
The coast in winter is the easy option
If the forecast looks difficult, the coast is the answer. The bay road and the riviera stay open and clear, the summer traffic that makes them slow has gone entirely, and parking in Kotor and Budva stops being a problem at all. A car is worth more on the coast in January than it is in August, because the roads are empty and the towns are not. Out of season, car hire budva and the bay towns are a different proposition entirely.
The Kotor drive is at its best out of season for exactly that reason.
Fog on the plain
From October to April the flat ground around the airport generates fog overnight whenever the air is cold and still, and it can sit until mid-morning. Visibility on the approaches to Podgorica can drop sharply, and the airport itself handles it far better than your driving will.
If you come out of the terminal into thick fog, do not head for the mountains. The canyon roads are a much worse place to meet the same conditions an hour later. Wait it out, or take the coast.
Which routes close, and how to know
The high mountain roads can close after fresh snow, sometimes for a day or two, and the closures are not always announced anywhere obvious. The motorway north and the main road to Zabljak are cleared as a priority and are usually passable, though slower. Check conditions the morning you travel rather than the night before, because this is weather that changes overnight.
Night and winter together
The one combination worth respecting. Unlit roads, wildlife on the tarmac, possible ice on unsalted side roads below freezing, and fog that a headlight beam makes worse rather than better.
